At its January 19 meeting, the Holly Springs Town Council formally approved a more than $9 million project budget for improvements to lessen congestion along Avent Ferry Road and N.C. 55, among other business. The funding is contingent upon the state approving the bid and providing additional funding.
The improvements include both extending Main Street and changing the intersection of Avent Ferry Road and N.C. 55 to provide new lanes, medians and signal light timing to move traffic faster during morning and evening rush hours.
As the lowest bid for the combined projects was more expensive than estimated, Town funding for the project is subject to the N.C. Department of Transportation approving the bid and providing additional funding to cover the difference between the estimated cost and the lowest bid. Town staff said they expect to hear back from the state in a couple weeks regarding bid approval and additional funding.
Also at the meeting, the council appointed members to the Board of Adjustment and Planning Board. On the Board of Adjustment, the council reappointed Rick Madoni and appointed Jennifer Jones as in-town members, as well as Jay Marinko as an alternate member. The council approved a request to change the future land use designation of 7.5 acres in north Holly Springs at the intersection of Sunset Lake and Stephenson roads adjacent with Apex and Cary annexation agreement lines, near the future path of I-540. The property currently contains a mobile home park. The zoning would allow for low-intensity businesses and multifamily buildings where living, working and shopping can occur in one area, staff said.
The council forwarded a development plan amendment for Main Street Square at the intersection of South Main Street and N.C. 55 to the Planning Board for review, following a joint public hearing. The proposed amendment is to change the minimum front building setback requirements.
The council approved $36,640 to update the Town’s reclaimed water master plan, originally created in 2001, and engineering report, completed in 2006. Reclaimed water is treated wastewater that can be used for non-potable uses such as irrigation.
The council also approved funding the repair and replacement of 1,500 feet of sewer line south of Green Oaks Parkway and north of treatment plant.
Staff updated the council on improvement plans and policies at the Town's cemetery. Staff has been alerting plot owners about recently adopted policies and working on installing a sign at the cemetery directing visitors to additional information. Staff is seeking a third-party company to maintain the cemetery. Site improvements planned for the cemetery include paving the access drive, a project that is to be advertised for a spring bid award.
