[ARCHIVED] Town Council Holds Pre-Budget Public Hearing March 18

The Holly Springs Town Council invites local residents and community service agencies to suggest how the Town’s tax dollars should be spent in the Town's budget year beginning July 1.

A pre-budget public hearing will be a part of the Council’s next regular business meeting at 7 p.m. Tuesday, March 18 in Council Chambers of Holly Springs Town Hall, 128 S. Main St. This hearing will serve as an opportunity for citizens to share what new programs, services or facilities they would like the town of Holly Springs to provide; and what existing programs or services they would like to see expanded. Citizens can also suggest priority projects or programs for the Town and say what they think of existing fees and rates.

“In short, this hearing will give citizens the chance to tell us how they feel their tax dollars should be spent… or, saved,” said Mayor Dick Sears.

The Town’s new fiscal year begins July 1, but the process of formulating the budget for 2014-15 begins in early spring. The Town Council must adopt the budget prior to June 30, and a public hearing is required before it adopts the spending plan.

However, the required public hearing generally is held in May after a proposed workable budget is formulated by the town manager. At this point, it may be too late in the process for any major changes to the proposed budget.

Holding a public hearing early in the process, as well as at the end as required by law, enables town officials to give public comments serious consideration.

Speakers will be asked to keep their comments to a limit of three minutes each.

Citizens and groups also can send written suggestions to the Town Clerk, Town of Holly Springs, P.O. Box 8, Holly Springs, NC 27540. The email address is All comments received will be forwarded to the Town Council and town manager for consideration.

The deadline to submit written comments is 5 p.m. Monday, March 17.
