Depending on the nature of your new business, federal, state and local permits and licenses may also be required.

Starting a New Business


I want to open a business in my home


201 Vinewood Pl.JPG If you are looking to start a home based business, a Home Occupation Registration is required.
  • Check with your Home Owner Association (HOA) to see if home based businesses are allowed in your subdivision.
  • Certain home based businesses are prohibited in residential neighborhoods. If you are planning an in-home day-care a Special Exception Use is required to be requested from the Town Council. Contact the Department of Planning & Zoning for additional information. There are additional permits required from the State to operate an in-home day-care.

  • Application for Home Occupation Registration from the Department of Planning & Zoning.
  • Any home based business that will have clients/ customers coming to the residence will require a fire inspection from the Town's Fire Department.
  • Certain home based businesses with client/customers coming to the residence may be required to meet ADA requirements for handicapped accessibility.

  • Before buying property or signing a lease, Contact the Department of Planning & Zoning to ensure that the zoning of the building or tenant space will allow the operation of your business.
  • Certain businesses may require a Special Exception Use to be requested from the Town Council.
  • Certain buildings may require interior building improvements or inspections prior to opening your business.

I want to convert an existing residential dwelling into a commercial building

  • Certain exterior improvements may need to be made to the property before the business can open which include parking, landscaping, façade treatments, road improvements, or other site improvements.
  • Certain buildings may require interior building improvements or inspections prior to opening your business.

Temporary Uses and Events

The Town of Holly Springs recognizes that temporary events, sales, or promotions are important components of marketing your business. Temporary events and outdoor sales require a Temporary Use Permit and are limited in time and location. Typical temporary uses include, but are not limited to, special events in front of your building or in your parking lot, tent sales, outdoor seasonal food sales, or other similar events. Commercial & Industrial Property Maintenance


As the owner, tenant, or occupant you are responsible for the property maintenance at your business. The Town's Zoning Compliance Inspector is available to perform courtesy inspections. During a courtesy inspection, our Zoning Compliance Inspector will review the approved site plans with you and will let you know if there are any areas of concern. To request an courtesy inspection, please contact the Zoning Compliance Officer.

Landscaping


All required landscaping is to be maintained by keeping lawns mowed; all plants well maintained; and all planting beds groomed, mulched, and kept weed free. The property shall be kept free from trash, debris and other objectionable materials. Replace all required plantings which have been removed or died after the date of planting. Such replacement shall occur during the next planting season.

Building Maintenance


The site layout and building including architecture and colors must remain in compliance with the approved preliminary plans for this project.

Trash Enclosure


Trash containers are required to be enclosed by solid walls on three (3) sides and equipped with an opaque screen gate. Solid-walled portions are required to have foundation landscaping. The enclosure and the landscaping must remain in good repair.

Signage - Permanent & Temporary


All signs shall remain in good repair (e.g. without peeling paint or broken sign faces) and in operable conditions (e.g. if internally illuminated, all light bulbs or tubes shall be operational). Signs need to be in compliance with the Town of Holly Springs Unified Development Ordinance. Any sign and its associated structures that is no longer in use shall be removed.
